Added optional character counter for the segment-editor. By default it is invisible - unless the runtimeOptions.editor.toolbar.showHideCharCounter config is set to active. The counter can be activated by the user in the segment grid settings menu
Description
Below the open segment we should show the currently entered number of characters. The count logic should be the same as used for the length check.
It should be configurable in the settings drop-down (left above the segment grid), if this is shown or not. Default should be disabled. The behavior should be stateful for the user and configurable on client and system level, what the default for a new user should be.
