Editor only mode controlled by ACL instead configuration

    Description

      problem

      Currently the definition of the "editor only mode" is only by setting the configurations:

      • runtimeOptions.editor.toolbar.hideCloseButton
      • runtimeOptions.editor.toolbar.hideLeaveTaskButton

      But doing that on configuration level is not completely sufficient. Better would it be to control that on ACL level. A workaround was implemented in TRANSLATE-3223 (which must be respected/migrated on implementing this issue).

      This issue is blocked by the ACL part of TRANSLATE-2217.
