Replace webserver in pdfconverter to nginx

    • Fixed problem which caused pdfconverter container fail to start

      PDFconverter time-to-time fails to start after it was stopped with an error message that there are no free workers to start.
      Need to add nginx to pdfconverter image and use it as a main webserver for serving requests.
