Missing locale causes sql error

Some time it happen that user session is expired so that if user select some other segment in the editor this triggers Terminology data to be queried for the selected segment, and such a query rely on that there is a GUI locale defined for the current user, but as long as there is no user logged in anymore, there is no locale so that it leads to sql error.
