[TRANSLATE-3368] Pdfconverter fail to process pdf

  - PDFconverter command was changed to be run by watchman for immediate conversion and by cron for periodical
  - PDFconverter command now has capability to be run miltiple times, max amount of parallel runs is configurable via MAX_PARALLEL_PROCESSES environment variable of the pdfconverter container

Pdfconverter fail to process pdf with error "Segmentation fault (core dumped)"

Also need to change jobs launching to watchman (or something similar) instead of an HTTP call

Restrict maximum amount of parallel running command for processing to be 4 (configurable through environment variable)
