Enable Upload of FPRM-Files as new file-Format-Settings

FPRM-Upload

There will be a new button in the filter-overview for a BCONF: Upload Filter. This will open a new panel with an Upload-Form with the following controls/inputs

• Name: Text-Input, the (new unique) name of the filter
• Okapi-Type: A select to specify the okapi-type (okf_xml, okf_regex, ...)
• Extensions: to define the file-extension(s) the filter will be mapped to
• File-Upload: a ".fprm"-file

When successfully uploaded, the new Filter will appear in the custom-filter list and if the extension is already mapped this mapping will be removed. If the FPRM is invalid, there will be an error-msg in the panel
