Description
- Offers the same fields for editing as the task properties tab
- Except edit 100% matches and multiple users → this fields are not available on the project properties page
- The non-editable field "Client" is removed from task properties and not shown in project properties
- A new field "Client user" is introduced, that is editable. Only users with the system role "client user" can be selected here. It is bound to the new column "client user" (see https://jira.translate5.net/browse/TRANSLATE-3482)
- For task and project properties these fields are renamed:
- Project description => Description
- Task name => Name
- In difference to task properties in the project properties each property / field gets a checkbox which:

- is labelled "Use for all project tasks"
- If checkbox is checked and "Save" is clicked, the checked properties are applied for all tasks of the project
