Improve t5memory cli management

What should be done

• add a new t5 CLI command: t5memory:delete that works completely analogous to t5memory:reorganize, but deletes a t5memory language resource AND all of its assocs to tasks, so like it is done in the GUI
• add the option to t5memory:migrate to migrate only a single TM analogous to what can be done with the reorganize
