Improve internal translation package creation

      problem

      The bash based scripts to generate translation and review packages out of the translate5 internal translations were not working properly anymore.

      solution

      Converted the scripts into a t5 CLI command, also directly capable to import the package into translate5 as translation project or review tasks.
