TrackChanges: Workflow-Step Visibility Filter in taskUserAssoc seems not to work anymore

The Visibility of TrackChanges can be limited on a User/Workflow-Step base in the TaskUserAssoc Panel. This seem not to work anymore properly as Changes of all previous Workflow-Steps are visible when restricting the visibility to preceiding Workflow-step. The scope of this issue is twofold:

1) Improve first option: The text must be "preceiding step" not "preceiding steps" (en & de)
2) Check & fix the functionality of all 3 options

To test this, a task/workflow with at least 3 steps after translation has to be set up as the translation-step will not generate trackchanges entries

In addition: Adjust the title and description of the 2 configs, that set the default for these options. Currently the text does not make clear, that they set the default for those 2 options in the task user assoc. See second screenshot.
