Import and skip next steps is ignored by a config

Problem

If the runtimeOptions.plugins.MatchAnalysis.autoPretranslateOnTaskImport is active, and the user clicks skip next steps in the import wizard, the analysis pre-translations will be queued and triggered. This should not be the case and the skip next steps should be respected in that case.
