Consistency quality

the consistency quality count does not behave as expected

1. creating an inconsistency in target will not be counted
2. creating another leads to count "2"
3. fixing one inconsistency will not lead to count "1"
4. fixing both will not lead to count "0"

plus filtering for inconsistency cannot be undone expect by leaving the task

plus "Inconsistent target" should be "Uneinheitliches Ziel" in German UI
