tag error not counted in QA for translation segments

for translation segments (target empty at import time) the following will NOT be counted as an error in the AutoQA:

<1> text <2> text </1></2>

unless you close the task and re-open it again.

However, the error is counted instantly for revision segments (not empty at import time)
