IDML Filter: make special characters configurable

      We funded the development of

      https://bitbucket.org/okapiframework/okapi/issues/1193/idml-filter-make-special-characters

      that has the same content and purpose as this issue here.

      It has been released with Okapi 1.46.

      The new config funded by us is listed here

      http://okapiframework.org/wiki/index.php?title=IDML_Filter

      and called "Special character pattern"

      We need to make this work and configurable in translate5.
