Term portal: help button always visible

Problem

The help button in the TermPortal and InstantTranslate is always visible no matter of the config value. This should work analog to the other help buttons in the application, if the default state config value is empty, the help button will not be listed for the section. Probably we will need migration script to remove all user specific values in case the main value in zf_configuration is empty.
 

Also it should be possible to overwrite the config on client level, if the user belongs only to one client.
