Add a column "target languages" to project overview, that contains all target languages of all tasks, belonging to the project. Of course filterable. Use the string  filter to filter for languages (as in language resources overview) and not the checkbox filter (like in task and project overview).

Change filter of all language related columns in task and project overview to this filter type.
