FIX: Evaluation of QA errors/problems did not respect locked segments. Now locked segments will not count for QA problems

Problem description
when I imported the attached test-task, I got 5 source consistency errors
For the 5 I got, 2 were the segments 1959 and 1995.
Reason here is, that the source inconsistency is in blocked segments and those seem to be filtered out, if you set the checkbox in the autoQA to filter the segments.
Yet inconsistencies between editable segments and blocked segments should not be listed.
To summarize how it should be
- if there is an inconsistency of an editable segment with a blocked one: This should NOT be listed as error
- Also inconsistencies within blocked segments should NOT be listed
- Inconsistencies between a locked and an editable segment should be listed
- inconsistencies within locked segments should NOT be listed
Please mind the differencies above between locked and blocked
