A new config should be introduced:
Title: Minimum match rate in fuzzy search panel
Description: Translation memory matches below the configured match rate will not be shown in the fuzzy match panel.
The config field should be of type integer with possible values between 0 and 104.
The config should be overwritable on client and import level.
