Generation of TBX ids should be done by translate5 instead of the termtagger

      This issue blocks TRANSLATE-375 since an internal importof Terminology from TBX without IDs makes no sense!

      While importing the the TBX the term ids should be generated by translate5 instead of the termtagger. This improves import performance, and reduces errors since one connection to the termtagger is omitted.
