make runtimeOptions.frontend.importTask.edit100PercentMatch config not only for UI

    Description

      right now runtimeOptions.frontend.importTask.edit100PercentMatch is only available for UI created projects

      change this so that project created via API or e.g. hotfolder will behave like this:

      • use info edit100PercentMatch yes/no
      • if no info is given, use default from runtimeOptions.frontend.importTask.edit100PercentMatch
