We now marking all the Language Resources (LR) as "Not in sync" if something had changed in ruleset of Source language: regex, rule enable/disable, new input rule mapping or deleting one, etc.
This behaviour applied to ALL LRs even if LR does not have any Output rules or if change in ruleset of Source language has no effect on particular LR

This behaviour should be fixed
