Fix Across Hotfolder tasks export

Description
On export process we have artifact files now.
That happens because we don't wait for Okapi worker to finish
Add config switch - instance level sufficient - to disable the additional XLF file export coming from okapi
For tasks coming from Across Hotfolder plugin config should be set to disabled state
