trackChanges for sdlxliff should only be contained in Changes-Export

    • Fix: Export sdlxliff without track changes no longer produce revision tags

      So far, if you export sdlxliff files, the trackChanges were only contained, if you downloaded through the option "SDLXLIFF with TrackChanges".

      Now they are always contained.

      It should be changed to work as before. This means, if you download "Original format, reviewed", all TrackChanges should automatically be accepted by translate5 in the exported files and there should not be any trackchanges markup.
