Automatic auto-propagate only for not-approved segments

A new option should be added to the repetition editor settings in the UI and in the config. For UI at the position the arrow shows in the screenshot.

The option should do, what its following label says:

DE: Nur nicht finalisierte Segmente (Pop-up für finalisierte)

EN: Only non-approved segments (pop-up for approved)

This means, if checked, only segments that do not have the final processing status for the current workflow step will be adjusted automatically.
