AutoQA portlet should dissappear with no active checks

      Problem

      When all checks of the AutoQA are deactivated on tasl/client/system level, the AutoQA-Portlet should dissappear. At the moment it is shown, but empty

      Solution

      The portlet should dissappear with no active QA checks
