InstantTranslate:TM minimum match rate overwritable on client level

      Problem

      Some clients of an instance want to use fuzzy matches in InstantTranslate and some don't.

      Solution

      Make the config runtimeOptions.InstantTranslate.minMatchRateBorder available on client level. If more than 1 client is assigned to a user, use the system config
