Instant translate help window does not remember close state

Problem

If the user has only instantTranslate rights and he clicks the "do not show again" checkbox in the help window, this state is not remembered and in the next log-in, the user will again get the help window.

Reason for this is the defaultState reoute http://translate5.local/editor/config/runtimeOptions.frontend.defaultState.helpWindow.instanttranslate

throws error with 403 code (probably rights problem).
