Add archive config to use import date instead task modified date

      problem

      Currently the \MittagQI\Translate5\Workflow\ArchiveTaskActions class loads task for deletion only if the task was not modified in the last X days.

      solution

      This logic is to strict and should be configurable changed to created before X days.

      In the same issue implement a SFTP test command.

      The command should find all SFTP configurations (AcrossHotfolder / TbxImport Feature / ArchiveTaskActions) and makes then a connection test to it (separate time booking! TRANSLATE-4092)
