inconsistent tag QA in sdlxliff

      Problem

      In an SDLXLIFF the reference field for tags changes from one segment to another. In 11, 13, 14 the reference field is source, thus allowing to add tags from the source, then in segment 15 it is target at time of import and no tags can be inserted.
