Hotfolder: PM client override doesn't work

      Problem

      On client level a PM for hotfolder projects can be defined. The client is defined in the instruction xml settings (topic name value). But instead the default PM from system level is used.

      However, when the defined subfolder is used which also can be defined on client level, the correct PM (the one from client level) is used.
