New allias entry is needed for all apache configs on our server to enable the TMMaintenance plugin.

Tasks:

• update all of our hosted instances with new alias. We have the same for visual, termportal and now we should do it for tmmaintenance
• extend the instance create command to add the new aliases when new instances are created on our hosting
• our php docker node should contain the updated version of this.
