Usage of "target at import time" as source for tags: wrong evaluation of pretrans flag

    • Evaluate match-rate type for the column used for tag check compare.

      Problem

      The evaluation which field should be used for tag compare is based on the pretrans flag which is wrong. According to the TRANSLATE-3635 ticket, in case the translation comes from outside resource and the described flag in the ticket is disabled we need to compare against the target column. And with the current implementation will be compared against source.
