Improvement: OpenAI Plugin uses assigned Terminology when translating

Description
- The Pretranslation with OpenAI / GPT should use Terminology when translating a task
- It should be implemented (but not enabled) for InstantTranslate as well
- The OpenAI Translate-Request already has terminology enabled as param (see: MittagQI\Translate5\Plugins\OpenAI\Completion\TranslateCompletion)
- To evaluate: Is the task-terminology/task-TBX already available in the pretranslation-step or how can it be triggered/created
- In the OpenAI-Plugin, we must termtag all source-segments of a batch-translation (or normal translation for InstantTranslate). HINT: The Termtagger also works in batches (of 5)
- Then we can evaluate the existing terms in the source and need to gather their (best matching) target which is then used for OpenAI
- This means a segment is tagged twice (in the pretranslation & AutoQA) if OpenAI is used and Terminology assigned
