Allow empty TBX files and fix in ini structure

    • Merge-related configs in instruction.ini files are now also recognized if they're not in the root but in the custom section within that ini file. Also the import of TBX files with no terms (for example for automated processes) is now allowed.

      problem

      The configurations currently in root must go under a new section Merging. Change that in documentation too.

      Or if easily possible just merge root and Merging ini entries, then it is working both.

      Also empty TBX files should not be an error any more, since this breaks the import when TBX files are created automatically, and remain empty since no terms did change in the system which creates the terms.
