Problem
Term proposers and others using the terminology who do not have vast terminology management rights still may need to report an entry as wrong or suggest other improvements.
Solution
introduce new role "term discussion"
- TermPM automatically has this right
- all users with this right are able to add discussion entries, that are then sorted chronologically
- users only edit or delete their own discussion entries and also only if no other discussion entry of someone else was added later (like with segment comments in editor)
- no one else can delete comments except as described above
- Term Finalizers and PMs can mark a discussion as "done".
- a new discussion entry/comment will remove this done-flag
- the discussion entries will not be exported to TBX or Excel
- it will be possible to filter for the discussion entries and for the flag (done or not done)
