Content protected incorrectly for some xlf segments

    • Fix content protection for XLF import

      There was a fix some time ago to handle rules that should protect whole segment at once and was used for part of it.

      But as found now that fix produced error for some segments as related logic in fact was triggered not always on whole segment in scope.
