OpenAI model can not be trained more than 2 times in Azure cloud

      The problem:
      Open AI model can not be trained more than 2 times in Azure cloud due to bug in code which creates deployment in Azure.

      Solution:
      Need to fix creating deployments for models after second training (and further).
