Problem

Users in an instance can be very large in number. The default assignments cannot always meet all needs of a process. In the job assignment dropdown in a task every user is shown, but in reality not all linguists work with all languages. It can be very confusing to choose a user from the list of all users.

Solution

Implement the possibility to store language information with every user. This need not be distinguished between source and target language, just a list, selectable from all available languages of the current instance.

If for an instance users do have language information, filter the selectable users by language combination. E.g. task is DE-de to EN-gb, only show users with matching languages stored with the user. Use current sub language logic (for example: users with DE/DE-de and EN/EN-gb).

Add a button "Show all" to show all (not only matching) users.

If no language is saved with any user, for this instance the button will never be shown.

This new "field" with the user should get a tooltipp:

DE: Sobald für einen Benutzer verfügbare Sprachen hinterlegt werden, werden bei der Benutzerzuweisung nur passende User angezeigt. Dies kann über den Button "Alle anzeigen" aufgehoben werden.

EN: As soon as available languages are stored for a user, only matching users are displayed during user assignment. This can be cancelled using the "Show all" button.
