Internal tag numbers are processed wrong when saving segment

      The problem:
      For some tags when copying source to target editor sends partially encoded string e.g.
      tag that in source looks like:

      And due to nuances of implementation of the tags comparison encoded tag is not matched with the source, so we have the situation when tags in TM have wrong numbering (see related TS ticket)

      Solution:

      Need to fix tags comparison on the backend so tags ordering is correct.
