Problem

With next Okapi version we will need jetty 12 and Java 17.

Also Java 17 fixes a problem in linked TS-Issue.

Okapi 1.48-snapshots run stable with Java 17.

Also Okapi 1.47 should run already with Java 17.

Solution

We move to Java 17 and Jetty 12 with translate5s current 1.48 snapshot and also with the whole container, that currently also runs 1.47.

Afterwards the usual manual Okapi tests need to be run by Vowa.
