Problem

When an import fails for whatever reason, all files are moved to the error directory. When then another import fails this process fails as in the error directory already an instruction.ini exists, thus blocking all following imports.

Solution

Adjust the behaviour so that existing instruction.ini will not block the process for more than one error.
