Problem

Prompts for RAG-based prompting are uses from the prompt management. However, in order to be able to select a certain set of prompt for your language resource, you need at least one example in the matching language pair. Else the prompt set will not be shown in the window to select.

Solution

For the RAG window in the language resource, all prompts should be selectable, no matter if there are any examples OR if the examples are not for the matching language pair.
