Preconditions:

• Set termTagger.threads to 5 and termTagger.taggerBatchSize to 5
• Create a task containing 2 segments
• Check hos much TermTagger workers were schecduled

Current behavior:

• 5 workers scheduled

Expected behavior:

• 1 worker scheduled because amount of segments in task is less than batch size
