task properties: assignment multi user mode cannot be changed

      Problem

      When the multi user assignment mode needs to bechanged after import of a task, this has been possible as long as no users are assigned to the task. Now this is not possible.

      Solution

      The change of the assginment mode should be changeable in the task properties when no user is assigned.
