Improve TQE for empty target segments

      Problem

      Empty target segments will not be sent to LLM for TQE but will receive the score 0 and a default dummy reasoning. However it is not clear for the user within the task that neither score nor reasoning came from the LLM.

      Solution

      Change the reasoning to:

      EN: Empty target segments are not evaluated by LLM and receive score 0 by default.
