Problem

There is chance to encounter memory in reorganise status when trying to fuzzy search some segment.

If this will happen in pre-translation - process will wait until reorganise finishes and will check for current statuses.

But in connected logic memory list of language resource may change that is not respected by collection logic.

In result language resource may end up skipped with 
'Pretranslation cannot be performed when some TMs are being reorganized' error

Solution

Refactor \MittagQI\Translate5\T5Memory\FuzzySearchService::getQueryableMemories method to respect possible memory list changes
