Error in trackchanges controller

      The problem:
      There is an error "Cannot read properties of undefined (reading 'indexOf')" occurring in trackchanges controller in isRelevantTag method.

      UPD: After investigation it was found that error appears if trackchanges is disabled for a user and he clicks on a sombody's trackchanges (invisible for him)

      Solution:
      Find the cause and fix the error
