Problem

When internal fuzzies are used and MT/LLM it is often not understandable for users why and which segments may stay empty after pretranslation. Furthermore editors are used to edit content in their post-editing routine rather then looking for helping fuzzy matches in the fuzzy match panel. 

Solution

Use the same pretranslation logic as if no internal fuzzies are used. Just use internal fuzzies for reporting/analysis.
