Problem

When a workflow becomes inconsistent, e.g. translation step is "open" and review step is "open", too, the translator cannot access the translation job anymore.

Solution

Jobs which are "open" must be accessible and editing must be possible, no matter in which state the workflow is or if the workflow is inconsistent.
