MQM tags surrounding only internal tag are removed on save

      The problem:

      If you place an MQM tags around content that consists solely of tags within a segment, the MQM tags disappear when the segment is saved. This is extremely prone to errors, as you may not even notice that the MQM tag you set was not saved.

      Find why it happens and fix
